PacifiCare Expands to Senior Market

PacifiCare, a health insurance company based in Cypress, Calif., is offering a private fee for service plans that could cost seniors less money than traditional Medicare.

The company will begin selling about five different plans, which vary by location, starting Sept. 1 in 16 states.

That includes more than 100 counties in Virginia.

Like some other insurance companies, PacifiCare is expanding into new states with Medicare products to capture more of the senior citizen market after the Medicare Modernization Act of 2003 raised reimbursement rates for health insurance companies.

In traditional Medicare, seniors pay 20 percent of all their costs, including primary care doctor and specialists visits and hospital stays. For example, a visit to a family practice physician could cost a senior about $10 or more, depending on the doctor and what services she performs.

With PacifiCare's new product, office visit co-payments range from $5 to $12 for a primary care physician and $20 to $25 for a specialist.

Hospital stays would cost $75 to $175 a day. After seven days, PacifiCare covers all subsequent hospital costs. Likewise, depending on the plan, seniors will have a maximum $2,000 to $5,000 out-of-pocket cost after which PacifiCare picks up the rest of the tab. Traditional Medicare does not have an out-of-pocket cost maximum.

Two of the company's plans have monthly premiums of either $25 or $45. Three of the plans don't have a premium. Which one you get depends on which county you live in.

PacifiCare does not offer a prescription drug benefit, but that will change with the government's drug benefit, known as Medicare Part D goes into effect on Jan. 1.

PacifiCare isn't the only insurance company offering new Medicare products. Anthem Blue Cross Blue Shield introduced a Medicare Preferred Provider Product in late June similar to PacifiCare's plan, but with a network of doctors seniors can see at a discount.
