Health care reforms needs to be carried out in small parts as it provides the way for the inclusion of new policies as and when required. This sweeping reform is causing caos. Insurance companies are clueless in this new environment and are also raising rates before things change. Insurance commissioners cannot regulate them now so they are going crazy.
